To vote a person must meet the following conditions:
1.
Reside in the territory of the City of Montréal and have lived in Québec for at least six months
2.
Be registered on the electoral list
3.
Be at least 18 years old on November 2, 2025
4.
Be a Canadian citizen
5.
Not have lost your right to vote due to guardianship
6.
Not be subject to a legal incapacity*
OR
1.
Be the sole owner of a building located in the territory of the City of Montréal since at least September 18, 2025, and have submitted a written registration request to Élections Montréal
2.
Be the sole occupant of a business establishment located in the territory of the City of Montréal since at least September 18, 2025, and have submitted a written registration request to Élections Montréal
Registration on the City of Montréal’s electoral list
A person may only be registered once on the City of Montréal’s electoral list, depending on their situation. Registration is done in the following order of priority:
- As a resident;
- As the sole owner of an immovable;
- As the sole occupant of a business establishment;
- As an undivided co-owner of an immovable;
- As a co-occupant of a business establishment.
Non-resident voters
People who are not residents of the City of Montréal and who wish to be registered on the electoral list must submit an application, depending on their situation:
- Sole owner of a immovable or sole occupant of a business establishment must complete the Application for Registration / SMR-9.2 form.
- Undivided co-owner of an immovable or co-occupant of a business establishment must complete the Proxy / SMR-9.1 form. On this form, they must designate, by majority vote, a single person who may be registered on the electoral list.

Important notes:
- To register or sign a proxy, a person must meet the requirements to be a voter.
- Forms received after October 16 at 6 p.m. cannot be processed, and the persons concerned cannot be registered on the electoral list.
- Legal entities, including trusts, cannot register as voters.
In August, Élections Montréal will notify non-resident property owners by mail of their right to register on the electoral list.
